Legislative and public policy researcher at the Belisario Domínguez Institute of the Senate of the Republic in Mexico, where he works on legislative agenda analysis, public security, public policies and the professionalisation of public servants. He holds a Bachelor’s degree in Political Science and Public Administration from the National Autonomous University of Mexico (UNAM) and a Bachelor’s degree in Law, as well as a Master’s in Mexican History, a Master’s in Criminal Law and a PhD in Humanities from the Universidad Latinoamericana. He has completed postdoctoral studies on parliamentary control and public policies at the University of Alcalá and on political regimes at the University of Colorado at Colorado Springs, and also holds a Master’s in Public Administration from Universidad del Valle de México (UVM), in addition to more than twenty advanced diplomas from institutions such as UNAM, ITESM, the Mexican Academy of History, Cofemer, Condusef and the National Defense College.
Professionally, he has served as Coordinator of Research and Public Policy in the Government of Nuevo León, researcher at the Center for Social Studies and Public Opinion of the Mexican Chamber of Deputies, and since 2013 as a Category C researcher at the Belisario Domínguez Institute of the Senate of the Republic, among other positions linked to legislative analysis and policy evaluation. His main areas of work include public security, fraud and financial crimes, mining, tourism, youth in conflict with the law, parliamentary control, accountability and the training and professionalisation of public servants.
He is the author and co-author of articles, reports and book chapters on the history of the Senate, parliamentary oversight, public policies in Mexico, artificial intelligence and the professionalisation of public servants, published in specialised journals, institutional reports and media outlets. In addition to his research activity, he participates as a speaker and commentator in academic and outreach events on federalism, security, digital transformation of the State and the strengthening of legislative power, and collaborates with the INSEAI network as a representative of the Belisario Domínguez Institute.
