He has an extensive interdisciplinary background in sociology, economics, and philosophy, with academic training at Goethe University Frankfurt and the Free University of Berlin. He has held research and teaching positions at Goethe University, the University of Osnabrück, and Philipps-University Marburg. From 1988 to 2020, he held senior leadership roles in public administration in Offenbach am Main, including Commissioner for Employment Policy and Head of Department for Employment, Statistics, Social Development, and Integration Policies. He also served as Managing Director of MainArbeit GmbH and later of MainArbeit Kommunales Jobcenter Offenbach, a public employment and social services provider.
Since 2021, he has worked as a consultant for social enterprises and government entities, while also lecturing at Fulda University of Applied Sciences. He currently serves as Chair and Senior Research Fellow at the Gesellschaft für Wirtschaft, Arbeit und Kultur (GEWAK) in Frankfurt am Main. His additional roles include Chair of the Committee on Employment and Social Policy at the Council of European Municipalities and Regions (2000–2010), Chair of the Bundesnetzwerk Jobcenter (2007–2020), and membership on expert and advisory boards related to social policy, urban development, and social cohesion, including the Research Institute for Social Cohesion (FGZ-RISC) and the Federal Ministry of Housing and Urban Development. In 2024, he became an Associate at Governance International in the UK.
